SENIOR DIRECTOR OF STRATEGIC OPERATIONS
AGENCY DESCRIPTION:
The New York City Department of Small Business Services (SBS) is a vibrant, client-centered agency whose mission is to serve New York’s small businesses and commercial districts. SBS makes it easier for companies in New York City to start, operate, and expand by providing direct assistance to business owners, supporting commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, preparing New Yorkers for jobs, and linking employers with a skilled and qualified workforce. With a staff of 300 employees and a budget of $190 million, SBS is quickly becoming one of the most respected and dynamic agencies in the City. Strategic Operations Unit Description:
The SBS Strategic Operations Unit is an internal consulting team that supports the business strategy and objectives of all of the Agency’s Program Divisions and internal Support Units. By focusing on the processes associated with the Agency’s core functions, the Unit hopes to enhance overall operations, improve customer service delivery, and increase Agency performance and output. The Unit seeks economies of scale and scope across the Divisions of the Agency and its partners – implementing better, smarter and more effective ways of performing work, serving customers, and supporting the administration’s economic development strategy.
JOB DESCRIPTION:
Under the supervision of the Executive Director of Strategic Operations, with latitude to exercise independent judgment, the Senior Director will oversee a portfolio of large-scale business process improvement initiatives designed to support the Agency’s strategic objectives and the performance of each of its Divisions and Units. The successful candidate will manage both people and projects, providing direction, active guidance and coaching to staff and consultants under management, as well as unit colleagues.
The Senior Director will provide oversight and thought leadership in proposing process changes and documenting and prioritizing business requirements to streamline processes through the development, enhancement, integration, and rollout of new and existing systems. The Senior Director will work with SBS business units and vendor staff located throughout the City to create an environment of continuous improvement and ensure alignment of the Agency’s programmatic objectives with existing technology, tools, and processes.
Project Oversight:
Collaborate with project leads to develop, coordinate, prepare, and help implement project plans for large-scale initiatives designed to improve operations and customer service
Establish and ensure adherence to timelines for all projects in the portfolio, outline resources required for successful implementation of initiatives, and monitor results to ensure goals are met
Process Redesign / Operational Strategy / Improvement:
Develop, implement and coordinate strategies and operational enhancements aimed toward ensuring that programs and support units deliver high-impact services to customers
Perform analyses to drive toward effective solutions and identify points of commonality of process and data use across the Agency – investigate ways to leverage solutions so that all of SBS benefits from rebuild activities
Actively contribute to and participate in Division and system-wide strategic planning and goal setting
Facilitate the integration and cross-selling of business services through the creation of rules of engagement, tool development, and standard operations procedures
Ensure that new processes are supported by robust quality controls
Resource / Tool / System Building:
Engage appropriate constituencies to identify technology needs and drive towards solutions that support decision-making and process integration
Oversee documentation of business requirements for enhancements to existing systems and new applications; prioritize and communicate business needs to the Technology unit
Manage successful rollout of new technologies, including the development of testing and training plans and materials
PREFERRED SKILLS AND EXPERIENCE:
The ideal candidate will have:
Strong project management and leadership skills; the ability to organize and drive projects with diverse stakeholders to timely completion
Strong orientation toward achieving results, attention to detail, and proven ability to drive toward long-term goals
Experience with process redesign initiatives and change management
Experience documenting functional requirements and coordinating development and rollout of enhanced and new systems
Understanding of systems design, software architecture and database architecture
Experience developing technical and end-user documentation
Excellent analytical, writing, presentation, and communication skills
Strong working knowledge of Crystal Reports and MS SQL Server
Excellent MS Project, Excel, Access, and Visio skills
Knowledge of Siebel CRM On Demand is a plus
Foreign language skills a plus.
QUALIFICATION REQUIREMENTS:
A master`s degree from an accredited college in business or public administration, management science, operations research, organizational behavior, statistics, computer science, information systems, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: management and/or technology consulting; business analysis and business process reengineering, organizational research or program evaluation; project management; or a related area. 18 months of this experience must have been in a managerial or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; OR
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of managerial or supervisory experience, as described in "1" above.
Salary range for this position is: $70,000 - $75,000 per year
